The Tora 45000 series freight car is a two-axle open freight car that appeared in 1960 with Japanese National Railways. The cars, which had wooden floors and end panels modified from pressed steel to flat steel plates, had a 1 added to the beginning of their original car numbers, becoming the 145000 series.
